The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are released from different nations. Significant resources is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a ability provided through timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching guided weapons roared overhead – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to sober acceptance: possibly the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon fired at a drone close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, endure.

Political Considerations

It is easy to blame certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to surrender the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their task will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
